| By and among each of the individuals, private businesses, local utilities, alternative fuel suppliers, fleet operators, and federal, state, and local elected officials and federal, state, and local agencies and offices, or designated representatives, listed at the end of this document, do agree to the following: |

We, the private, municipal, state and federal entities, along with individual stakeholders, hereby agree to work together for the common interest of promoting economic development throughout Southeastern Wisconsin with a proactive response to federal mandates specified in the Energy Policy Act of 1992 and the Clean Air Act Amendments of 1990.
Through sound business efforts, we agree to work toward reducing the dependence on petroleum-based and imported fuels of fleets in Southeastern Wisconsin and meeting vehicle emissions standards, as mandated by the federal government for the Southeastern Wisconsin severe ozone non-attainment region (Milwaukee, Kenosha, Ozaukee, Racine, Washington and Waukesha counties). Furthermore, we hereby acknowledge working with interested parties to educate the public on the existing federal mandates and coordinate statewide and regional efforts to encourage the use of clean transportation fuels (‘alternative fuels’) and their vehicles (‘AFVs’), as well as develop the refueling infrastructure necessary to sustain the industry.
The acquisition of AFVs will be coordinated with other AFV infrastructure needs, including refueling sites, operation and maintenance services, and vehicle availability. Vehicle operators will include, but are not limited to, the public and private fleets mandated to purchase AFVs. Wisconsin Clean Cities members will work with these entities to secure the data collection and analysis necessary to determine the economic, performance and environmental attributes of AFVs. Funding and/or services for this effort will be shared with the parties privy to this agreement in a manner most beneficial to all parties involved. Contributions may include, but are not limited to, monetary donations, grant solicitations, stakeholder dues or the rendering of professional services and specialties on a volunteer basis. Signatories will also work to leverage additional resources (monetary and other) through the recruitment of other private and public sector individuals and organizations with a vested interest in meeting the established federal mandates through pro-active business solutions which foster clean air and a healthy environment.
Signatories will work together in a coordinated effort as Wisconsin Clean Cities – Southeast Area, Inc. (WCCSEA). Members will work with the Executive Director to establish a Board which will have, at minimum, and to the greatest extent practicable, at least one representative of each of the vested interests (elected officials, fuel providers (from each of the fueling industries), vehicle manufactures, private and public sector fleet managers, and respective members from within the health care and lobbying industries).
The Board will work with the Executive Director to provide guidance and assistance to WCCSEA and its members. Members of the Board may be added and removed at the discretion of WCCSEA. New bylaws may be established upon enactment of the new MOU, if deemed appropriate by the Board.
The MOU is a voluntary “good faith” commitment to help achieve the goals detailed above. This is not a binding contract and there are no penalties for stakeholders who fail to meet their commitments.
